Introduction:  " A Six Point Program for a More Evolved Planet"  is meant to be a catalyst to spur new ideas on how to reorganize our planet to create a sensible and positive society for us all.  It is my intention that the program will help create new ideas for positive reorganization of the planet by those who read it.

Practical Steps to Implement the Six Point Program for a More Evolved Planet:

1-Study and analyze the program.

2-Discuss the program both publicly and privately, i.e., discussions in the Congress of the United States, NATO, the UN; civic groups, church groups, call in; radio-TV, etc.

3-Develop new ideas for the program; make changes if necessary.

4-Discuss different ideas on how to implement the program, or the revised program.

5-Implement the program through the United Nations making changes when necessary.

Planetary Survival

1-A United World Government.  A form of government in which leaders and people from all walks of life would have a chance to meet.

2-Total disarmament under the auspices of the United World Government.  Leaders and military would decide on a logical alternative to armaments.

Point 1:  A UNITED WORLD GOVERNMENT

My concept of a United World Government would be a form of government in which the individual sovereignty of nations would NOT be usurped.  It would act as a forum through which the leaders of the nations of the world could resolve the world's problems through communication rather than through violent confrontation that mankind has witnessed in its previous history.  It would NOT replace the United Nations but would provide an additional forum to resolve world problems.

1-It would have a formal place of assembly where leaders of the world could assemble.  (For instance, Paris, Jerusalem or Geneva.)

2-It would have an elected President, elected by the peoples of the world community.

3-It would have a Senate composed of the leaders of the world community which could meet via telecommunications and/or in person.

4-It would have an elected Congress that would fairly represent all those in the world community.

5-The decisions and laws it would make would be made only with the united support of the world.

On a less formal basis, leaders of the various countries in the world could discuss world problems in different settings.  By meeting on a less formal basis, leaders of the world could learn to become friends.  Friendship between world leaders would end the need for violent resolution to resolve problems.  The technology could be developed so that mankind could live without the fear of nuclear holocaust or natural catastrophe.  Our resources could be put to use toward developing happier and more positive futures for us all.

The purpose of the United World Government would be to provide another forum between the leaders and peoples of the world to solve the problems and create peaceful solutions.  It would stimulate more communication between the leaders and the peoples of the world in the quest for peace.

Point 2:  TOTAL DISARMAMENT UNDER THE AUSPICES OF THE UNITED WORLD GOVERNMENT

Leaders and military would develop ideas to disarm the planet of lethal destructive weaponry, and provide security to their nations through other means than violent confrontation.  A United World Government, for instance, could determine alternative means by which independent countries could settle differences (i.e. chess matches, debates, athletic competition, etc.) as well as provide independent security agreeable to all peoples of the planet to monitor disarmament as we evolved more positive solutions to our problems and diverted our energies and economic resources to developing a more peaceful, harmonious, and stable world.

            OPERATION PEACESTAR-Omnilateral development of defense systems

        All countries in the world work together to develop defense systems as we eliminate all nuclear, biological, and chemical warfare systems.  These systems could be effective in the event of an accident or terrorist intent as we evolve beyond the concept of violence and war.

                                           R.I.D.

R.I.D.:  Reduce; Inspect; Defend--Reduce until nuclear, biological and chemical weapons are eliminated.  Inspect through on-site surveillance, observations satellites, etc.; Defend through beam technology, anti-missile systems, etc.; coordinating all knowledge in case of an accidental firing or terrorist design.  Mutually developing all systems.

                                  Three Step Program

Step 1-Reduction to parity.

Step 2-Zero-zero in European theater maintaining parity.

Step 3-Equal reduction through parity till all systems are eliminated

Negotiated maintenance of a conventional military to create stability until we evolve beyond the concept of war.

                              EVOLUTIONARY DEVELOPMENT

A moratorium on violence in the media.  Positive aspects would be emphasized and violent aspects de-emphasized.

Teaching of adult information to children.  Systems would be developed to teach adult information to children.

The widespread use of children as teachers.  New systems of communication would be developed through "Children Teaching Children."

Anti-drug; anti-crime program:  development of anti-addictive substitute drugs under the supervision of doctors.  Doctors would set up programs and distribute literature to deal with the drug problem.

Point 3:  A MORATORIUM ON VIOLENCE IN THE MEDIA

An eight year old child in New York City held up a bank with a toy gun in a successful robbery.  Television and newspapers are educational tools and can be used to create a negative as well as a positive environment.  A moratorium on violence in the media in which acts and depictions of violent behavior are eliminated or played down, and positive behavior is emphasized, would create a more positive and healthy emotional climate through which people could develop new ideas of how to deal with each other more peacefully.  An experimental moratorium could be agreed upon and its effects evaluated.

Point 4:  TEACHING OF ADULT INFORMATION TO CHILDREN

Systems could be developed by which adult information could be transferred to language and presented in a form by which young children could understand it and enjoy learning it.  The advanced information communicated now at the graduate level could expand the number of people who enjoyed advanced knowledge and thus, open up the possibilities of further advancing knowledge to solve the problems in society and technology which we are now facing.

Point 5:  THE WIDESPREAD USE OF CHILDREN AS TEACHERS

Using children as teachers provides individualization as older children give more individualized attention to younger children since younger children are more receptive to the language and behavior of their peers or those slightly older than they are.  And it provides an accelerated learning process. 

A younger child can learn a concept quicker and on a more complex level when communicated to by one who relates to him better.  It changes the adult teacher's role to that of a coordinator and an individualized instructor.  "Children Teaching Children" would open up the avenues for intelligent children to communicate to our society.
